The Concerted Action (CA) was initially launched in spring of 2008 in support the implementation of the Energy Services Directive (ESD);
which later became the Directive on Energy Efficiency (EED). The CA was launched in all EU Member States, including Norway and provided a trusted forum where Members States could exchange experiences and collaborate. With the CA in place, countries could learn from each other, avoid pitfalls and build on the successful approaches of others when implementing the Energy Efficiency Directive. In Spring 2017, the second grant agreement for the Concerted Action of the Energy Efficiency Directive (CA EED 2) was launched. The CA EED is financed under the European Union’s Horizon 2020 research and innovation programme. It builds upon the work of the first Concerted Actions (CA ESD/EED). The CA EED benefits from a strong European network and a wealth of information gathered and lessons learned.
